The
tenant in one unit appeals the decision certifying capital improvement
costs on the grounds of financial hardship.

The
tenant appeals the dismissal of his petition alleging decreased housing
services and the landlord’s failure to repair due to the fact that
there is a court-approved settlement agreement in the case.

The
tenants in one unit appeal the decision granting certification of capital
improvement costs.

The
